Non affectionate 9 week old puppy?

I adopted this border collie golden retriever cross last week. I'm used to wiggly,sucky,kissy affectionate puppies. This puppy really wants nothing to do with me. He's affectionate with other dogs but not people. He doesn't appreciate being held or fussed over. Do you think this is a ping phase? Will he be a non affectionate dog?
