How do I unblock incoming and outgoing txt messages?

I have U.S. Cellular and I've been with them for about 2 months now. I have the Motorazr V3m. I haven't been able to send or recieve txt messages. I found out that they are blocked(my dad doenst know why that happened b/c he nvr said he wanted them blocked) so could i just call 611 from my phone and unblock them?...or does it require a bunch of pwords and stuff that my dad would have to do?
